Substance Use Disorder Treatment Services RFP

The purpose of this Request for Proposals is to seek qualified companies who can provide comprehensive Substance Use Disorder treatment services that support OIC-SFL’s RECLAIM (Recovery, Education, Counseling, Life skills, Advocacy, Inspiration, Milestones) program in Broward County.
The purpose of RECLAIM is to expand and enhance Substance Use Disorder (SUD) and Co-Occurring Disorder (COD) treatment and related recovery and reentry services to sentenced adult offenders/ex-offenders with SUD who are returning to their families and community in Broward County from incarceration in state prisons and county jails, so that they refrain from further criminal activity, avoid future incarceration, and lead productive, law abiding lives.
Desired Scope of Service

Coordinate with OIC to provide outpatient treatment and clinical supervision for 210 (70 per year) ex-offenders over three years (1/1/2018-9/30/2020) while they are enrolled in project RECLAIM.

The contractor will:

 Place participants into level of care per American Society of Addiction Medicine Criteria (ASAM) & Risk Needs and Risk, Needs, and Responsivity (RNR) model;

 Provide Outpatient and co-occurring disorder treatment services using evidence-based Cognitive Behavioral Therapy and Motivational Enhancement Therapy practices and has access to residential treatment services, if needed;

 Provide drug testing services for all participants at least one time;

 Provide Helping Men Recover/Helping Women Recover1 Curriculum to all participants;
 Provide Medication Assisted Treatment to participants on an as needed basis;

 Use an electronic health record (EHR) system to manage client-level clinical information;

 Attend monthly program calls with management; and

 Attend grantee meeting (3 days) in conjunction with the TASC conference (2days).
